Whether Colonel who receives pension from Defence Department of Government of India(i.e from Indian Army)is taxable?
If taxable, it is understood that necessary tax must have been deducted by Government of India-is this assumption of mine correct?

This will be taxable as salary income.
you have to chk whether TDS is deducted or not (chk from 26AS).
If not deducted, it is his responsibility to pay the taxes on time.
