Tax collection by local cable operator

Plz tell me, whether it is mandatory for local cable tv operators to collect tax if there turnover do not exceed rs 20 lakhs..? Some of the operators registered under GST are not paying tax to the goverment saying that their turnover do not exceed rs 20 lakhs....

Where you are registered under Gst you are required to pay Gst whether or not turnover exceeds threshold.

Further where an LCO is working for commission as an agent, threshold shall not apply and have to regsiter and pay Gst even when turnover below the threshold.
