Why surcharge is payable on FBT irrespective of any limit in case of company.....???????????

IN CASE OF FBT , SURCHARGE IS TO BE PAID NOT ONLY COMPANY AS WELL AS PARTERSHIP FIRM IRRESPECTIVE OF ANY LIMIT.
