17 October 2012 why surcharge is levied separately? when we want to levy higher tax we can increase our income tax rate.
please tell me the reason behind it...

17 October 2012 Surcharge is levied on larger taxpayer not on smaller taxpayer.
If rate of income tax will be increased by surcharge rate then it's impact would be on both type of taxpayers, which is not justified, so it will be charged separately...:):)

18 October 2012 there are other reason as well being the usages of public's tax. as you are aware government uses income tax money for infrastructure development etc., the money recived on account of education cess are given to HRD ministry for enhancement of education facility. I am not exactly aware but same way surcharge also is used for specific purpose.
