Dear Experts ,
Please suggest whether supply made to SEZ without filling shipping bill or Bill of export can be treated as export.

No not at all because SEZ is a separate Country within the Country so shipping bill is required to be filed for supply to be made to SEZ which will be ttreated as Export and Bill of Entry is to be filed by the SEZ for clearing th material so supplied.
