Both are same. franking means stamp duty is paid and red marks and words appearing on stamp paper is franked or imposed on the agreement by the franking machine of the stamp registrar office. u can say it is one of the mode of payment of stamp duty. Stamp duty is state government tax.

As I said earlier franking is one of the mode of payment of stamp duty. U pay stamp duty either by purchasing stamps or stamp paper or franking. It makes no difference whether the affidavit is on stamp paper or on a franked paper. In nutshell, franking can be done on affidavit.
