can we use the stamp and seal of company holding 100% share holding in its sister concern

No it will not be valiid & Even name might not be same then how can u use ? Director might be different person...

No, You cannot use it, Every Company has the seprate legal Entity and Moreover authority to sign documents may lie to differnt signatories.
