can a CA issue Solvency Certificate to his client entitling him to undertake contracts?

Yes, CA can issue solvency certi. but he must issue for his client only and also mentioned the basis upon which he has relied for deciding that the client is solvant and he should also ask the purpose for which client wants such certificate
