04 October 2010 The Norms published in the handbook of procedure vol-2 are for the purpose of facilitating the determination of the proportion of various inputs which can be used or are required in the manufacture of different resultant products. These norms are of immense importance for the purpose of licenses under the Duty Exemption Scheme. For standardization of norms, the manufacturer exporter or merchant-exporter, tied to supporting manufacturer, duly filled in with complete data, may make an application. Such applications shall be made to the Advance Licensing Committee (ALC) in the form given in Appendix-11A. The Director General of Foreign Trade may notify such norms as recommended by the ALC.
