Show cause notice for cancellation of dvat registration

04 August 2014 commissioner of the dvat deppt. has wrongly issued a notice for cancellation of dvat registration on the basis that i have filled return showing NIL turnover for last one year,which is null and void as i have not filled a nil return even for a single qtr.

what is the procedure to appeal against such notich.
what documents are required.

please tell me
