Short refund samount received

Please guide me in case short amount received of income tax refund - income tax refund due was 22550/- but refund paid by department rs 3460/- the tds deducted by deducter was 40403/- whitch has shown matched in 26 as and the tds certificate.
now what can i do. who's write letter or e-mail for balance refund amount.

WRONG TAN NO. WRITE OF DEDUCTEDR IN THE TIME OF RETURN FILLING. CAN I REVISE THE RETURN OF A.Y.2012-13
As per latest notification you can meet AO with tds certificates and return filed and 143(1) so that he can make good ,,
on the other hand you can file rectification online but recommended to submit this letter for speed completion of process

After online rectification whare will be sent letter at bangaluru cpc or A.O. office ? pl suggest.
