Shipment of goods through merchant exporter without ct-1.

26 October 2013 Hi, ours' is a exciseable manufacturing Unit. We have an enquiry from one of the merchant exporter for goods to be shipped to east africa. The Merchant exporter cannot provide CT-1 and also do not want to disclose our identity to their buyer. They want us to quote FOB Price. Now the questions are :

1. What is the procedure in this case as we also want to avail duty drawback.
2. Is it possible to ship the Goods by preparing documents by declaring our Company as shipper, Merchant Exporter as the consignee and Notify Party as the actual importers on FOB Terms and then Switch the Bill of lading by changing the shipper to show Merchant Exporter and Notify party same one the Original Bill of Lading is issued after departure of the ship. Such practice is done in some other countries where the manufacturers get incentives on Export of Goods.

Please throw some light on this to enable us confirm the order if it is possible
