what is the basis for a company for going to public issue i.e., which are the companies that can go for public issue? please confirm me whether there are any conditions for companies to satisfy before going for public issue?

Only a public company i.e. "LTD" company not "PVT LTD" company can go for public issue.

Only Public Ltd Company can opt for public issue.

Public cos only can go 4 public issues. guidelines are issued by SEBI.
in that they have given some conditions to be complied by the cos which are goin 4 IPOs or further public issues.
