Is it mandatory to issue share certificates to share holders of a PRIVATE company?
What are the penal provisions that are attracted in case of non issue of share certificates?

Normaly private limited companies are not issuing the share certificates to its shareholders. But it should be issued as per the co. act. For penal provision you should refer to the rules regarding share issue.
