pl advice as to who should pay the service tax on freight charges and what is the procedure for paying such service tax.

Service tax on freight charges is service under Goods Transport Agency. Now first of all it should be understood that GTA by road is only taxable.
Reverse Charge Mechanism is applicable in respect of GTA service. Plz refer Notification No. 30/2012 dt 20-06-2012.
