Dear sir,
A company has deducted tds on labour contractor his bill value exceeding rs 10 lakh ,however he has no service tax registration.how can he file return for a.year 2009-10

If you have crossed the limit i.e. Rs.10 lakhs then you need to deposit service tax. But for registration as soon as you cross the limit of Rs.9 lakhs you need to get registered with the authorities. So you need to get registered at the earliest and you can not file return if you don't have registration number.
