our creditor has given us the bill for the month ogf aug,2009 in april 2010,
how shall we account the bill keeping in view the service tax, tds

pass provisional entry in the month of March 10 and book the expenses. If expense is booked on 31.03.10 , u have time till 31.05.10 to make TDS payments.
