can parties to sale of immovable property, get registry done on value less than circle rate?

Sir there is no restriction on having your registry done at lower than circle rate the registrar will charge extra stamp duty and will register it. But from income tax point of view the Circle rate will be taken as sale price even if registry at lower rate.
