more should appoint a whole time company secretary.

Secretarial audit are not ordered by government in special cases. Secretarial Audit refers to the Secretarial Compliance Certificate which a company having paid up capital above Rs. 10 lacs and less than Rs. 5 Crores (and not having a CS in employment) has to obtain from a PCS or PCA.
The limit of Rs. 2 Cr as referred to by Mr. Mohan has been increased to Rs. 5 Crores and the audit can be conducted by a Chartered Accountant as well.
