31 August 2011 Dear All,

We deduct to TDS to our Overseas service provider we deduct TDS @20% because off they not have a PAN in india,they required TDS certificate.
But we not able to issue certificate as per new rule i.e.tds certificate should be download from Site but we do not download the same because off they not have a PAN.

Can any one suggest HOW TO DOWNLOAD TDS CETIFICATE WITHOUT PAN.
AND
CAN WE ISSUED CERTIFICATE MANUALLY.

All deductors are liable to deduct tax at the higher rate in all transactions not having PAN of the deductees on or after 1st April 2010.
The provision appears to be of deterring nature just to ensure the compliance of PAN registration in all applicable cases.

In order that there is no dispute regarding quoting / non-quoting of PAN or accuracy thereof, the law requires all deductees and dedutors to quote PAN of deductees to obtain and furnish their PAN so as to avoid TDS at a higher rate.
