whether 139(1) is applicable to individuals if individual income exceeds maximum exemption limit is after claiming exemption u/s(10) or before claiming exemption u/s(10).

if your gross income is taxable before chapter VI THEN YOU WILL FILLED RETURN AS PER u/s 139(1)
