Sales to merchant exporter, need of iec?????

If we are procuring agro goods from market & selling to merchant exporters than whether there is need of getting IEC code no.

IEC IS MANDATORY FOR EXPORTING IMPORTING GOODS .
AS PER PARA 2.8 OF HAND BOOK OF PROCEDURES VOL-1, (2009-14) THE PERSON WHO ARE IMPORT /EXPORTS GOODS FOR PERSONAL /AGRICULTURE PURPOSE DOES NOT REQUIRE IEC.
ON THE OTHER HAND IF YOU ARE EXPORTER AND PURCHASING THE GOODS FROM MERCHANT EXPORTER / ANOTHER PERSON DOES NOT REQUIRE SEPARATE IEC CODE IN YOUR CASE.

sir if we are purchasing from indian market, & than case 1) selling to indian merchant exporter(not exporting through him , just selling to him)
case 2- selling to indian merchant exporter( for exporting purposes through him)
case 3- selling to foreign merchant importer or foreign buyer or foreign agent
Pls reply for each case in which cases IEC needed?
& approx.legal fee & total expenses for getting IEC??????
