Kindly advise we have purchased a car before GST regme and now we want to sell it to a Individual person how to raise a GST Invoice and tax applicable and is there any depreciation issues.

GST will be applicable. Raise a tax invoice. If you have taken input, you need to reverse the ITC.

We have not taken the ITC on that Fixed Assets (CAR) in this case shall we required to pay GST on sale value even though ITC not claimed or just we have to raise Invoice without tax

Yes. You have to raise invoice with tax. If ITC not claimed before, no need of reversal.
