Is there any law which says that when ever there is any increament in salary package, it should compulsorily be reflected in basic?

Dear,
General practise is ,Every year or at the time of increase /Promotion the salary increases from basic with some %age & all components are effected with same ratio.but there is no written rule & practise is going long way.
