How much amount can I pay in cash as a salary to related employee?

Monthly salary paid in cash should not exceed Rs 10,000.

The limit is for total payment to all employee or is it per employeee??
Also what if I advance 10000 to that particular employee at beginning and than again pay 10000 as salary at end of month?
