transport allowance of Rs.14400 is paid to an individual by his employer. Can he claim deduction on the basis of Rs.1600/- per month?

No. The same has been discontinued after introduction of standard deduction.

No transport allowance is now allowed to non-government employees after the introduction of the standard deduction.
However, you can claim conveyance allowance up to the amount of actual expenditure.
