if employer payes salary which is less than rs. 160000 but no professional tax is deducted on it? such expense can be disallowed under income tax?

Deduction of professional tax has nothing to do with allowability of salary under income tax. Non deduction of professional tax will be dealt seperately by professional tax authorities.
