Total salaries for one was about to Rs 100000
for 25 employees

there is no issue involved in it

i.e in totality it can be more than Rs.20000/- but for single person it should not exceed Rs.20000/-

Suppose 6 employees each salary is Rs.18000/-

so total will be Rs.108000/-
for single person it is less than Rs.20000/-

so it can be paid in cash
