Can a company refuse the inspection of Register of its members
by a member of it on the ground of improper motive?

Usually a company cannot refuse a member to inspect register. Read section 163 for provisions.
However if company can prove that the intention of member is harmful or improper to the business of the company, the company can successfully refuse him.

It depends for what purpose a member wants to verify the register. He can do so in the AGM
