Should I revised the Income tax return if I have short claimed TDS in the return? Or it is sufficient that I just write a letter to Income tax Department intimating Short claim of TDS?

It is advisable to file revise return

Revise your return if filed before 31.07.2009, otherwise you need to sent a request letter to AO.
