Revise tds return for the year 2011-12

Dear Sir,
I want to revise TDS return for the year 2011-12 , but I don't have USR ID for get FUV file from NSDL. I checked NSDL website but there is not a option /link for new Registration. so please advice me for how to get User ID & Password.

new registration and file download can be done thro registering with www.tdscpc.gov.in

MY CLIENT is a Government Deductor, I have filed form 24q Nil return for first quarter,
Now I want to register them at www.tdscpc@gov.in.
In STEP 2 it asks for BSR/RECEIPT NO, DATE ON WHICH TAX DEPOSITED, CHALLAN SL NO./DDO SL.NO. Transfer Amount.
My querry is 1) As my first quarter is a nil return what details that i can furnish?
2) since BSR CODE IS NIL, DATE ON WHICH TAX DEPOSITED IS NOT APPLICABLE, CHALLAN SL. NO / AMOUNT = 0.00
i am unable to proceed with step 2.
If any body knows about the solution please write.
