2) From which date this has been postponded ??
3) How to record such expense without gst ??

Dear Animesh,
1. Only RCM u/s 9(4) is suspended till 31st March, 2018 to all Asseses
13 November 2017
2. The same has been suspended from the date of Notification i.e., 13th of October
3. Record such expenses without giving effect to GST
