A company has passed a debit note to another company for short quantity received. So my Question is whether Excise should be reversed in this debit note for Quantity of goods not received?

Thanks Mr. S.P.Mahanta..... I would be gratefull if u can explain this more in detail.. In some cases it is to be reversed. which are those cases can anyone tell me please....?
