My registration date of Ipcc is 11/02/2013 but not clear my group 2 till now. Am i eligible for this nov 2016 attempt or i have to fill form of revalidation.

Your registration is valid up to 10/2/2017. No need to worry, you can apply for your November 2016 Examination. All the very best.

Yes, the conversion from PCC to IPCC doesn’t affect your registration validity period. Since your original registration date is 11/02/2013 and it's valid for 4 years, your registration is valid till 10/02/2017. So you do not need to fill any revalidation form for the Nov 2016 attempt.
