How to file 5 Year Return when notice U/s 148 and U/s 153 is not received ?

Incase of loss return of refund of income tax file return seeking condonation of delay u/s 119(2)(b) from CIT.Not possible in other cases

W/O notice you have to apply with the juridication commissioner for permission for filing of return.
