AN ASSESSEE WHOSE REGISTRATION IS CANCELED ON 20.11.18 . IS IT NECESSARY TO FILE GSTR1 AND GSTR3B OF NOVEMBER MONTH???

If system allows, Yes it has to be filed. if it does not allow, raise a grievance that you want to file the return however system does not allow so.
