I got my pan card when I was working in chennai and I filed returns for the last 3 years in chennai only.
Now I am working in mumbai with complete family is relocated. Where should I file my IT return?
a same case for my brother , he has got his pan card in chennai, but not yet filed any returns. Now he is also working in mumbai. Where should he file return?

You can file return at Chennai or Mumbai as well. If return is filed at Mumbai, your PAN will be migrated to Mumbai from Chennai in due course.
