can anyone file a IT return if he is having form 16 and 16 A without consultation of CA means is that necessary it should be filed by a CHartered accountant weather his sign & stamp is required on the Return??

In any return, sign of CA is not required.
In case of Tax audit the report is to be signed by CA.
So, in salary return, person can file return on his own.
