Above problem happend like this, While registering New User Registration with income tax department I Provided worng Email Id mistakenly, and forgot Secret Question and answer, so Could not activate my account, nor apply for newuser registration, I send Email to efiling@incometaxindia.gov.in stating Name , Pan , DOB, and Email they send email to me Id and New password also
