Require noc from ministry of forest and environment

07 February 2013 we have imported electronics cards /modules our consignment is detained by delhi customs saying that it is old and used goods and they require noc from ministry of environment and forest we want to know which department we have to write application and how to proceed for the same.
please help us to clear our detained consignment from customs.
