its upto the system, if your dept. allowed to gain receipts monthly,qtrly or annually,
but at the time of exemption calculation all the receipt should be available to get calaculate.

some people submit rent receipt monthly then 1 or 2 persons submit rent receipt quarterly now it will be allow or not??

Both are allowed. It would depend upon ur rent agreement and payment terms. Some pay 11 months rent at one go. So all are allowable.
