Remittance outside India

My client wants to sell his property in India and from sale proceeds he wish to start a restaurant in Australia. Can he remit outside India and what are the procedures to be followed. And whether he need to form company overhere and then invest overseas??

person wants to remit any out side india from then he/she shold submit information in form 15 CA to Income tax department alongwith Certificate of Chartered Accountant in form No. 15CB.
Also he has to pay taxes applicable in india before remittance.
