relation between gstr1 filling and gstr2 filling

if someone doesn't file gstr1 and try to file gstr2 before gstr1 is it possible?
the error is gstr2 system failure due this or something else??

Dear RK Assoc,
Yes you can file GSTR 2 even if you didn't filed GSTR 1.
The error in GSTR 2 system failure may be due to Technical issue.
When you are filing GSTR 2 my personal suggestion is Clear all your cookies prefilled data etc., by pressing CTRL SFT Del on Keyboard when you opened Google Chrome

but other gstr2 returns are getting file but only those clients return who have not file gstr1 the error popping up
