Registration for manufacturers of exempted goods or nil rate

whether a manufacturer manufacturing the goods bearing nil rate of duty or goods exempted from excise by notification then whether such manufacturer is required to get Central Excise Registration??
if registration is not required then kindly provide the Notification reference..
