By when should we get registered for CA final if we have passed both groups of IPCE?

I dont think there is any time limit. But you can attempt CA final only after completing 2/2.5 yrs of articleship so its best to register yourself to articleship immediately and then ca final as and when u want.
If you have no financial difficulties i would suggest you to register together for both. Or if u want to wait and get books of updated new syllabus most likely to commence next year then do final registration then.

you must regsiter at any time 6 months b4 ur final attempt in addition to above reply
