i want to start software devlopement bussiness as a sole propritor bussiness.

There are rules as such specific to your query. You can set up your workplace and register yourself under the Shop and Commercial establishment act of your state and start operating.
When you buy the software you want use for resale, then the software firm giving you the product will issue licence to your as reseller or service provider. Government not involved in this.
