No, a person can't create more than one huf.

A person can be karta of more than 1 huf but he can not create more than 1 HUF.
Example:
A son, B Father
Both are karta of their respective HUF.
After Father dies.
A will be karta of both HUF.
Example:
A son, B Father
Both are karta of their respective HUF.
After Father dies.
A will be karta of both HUF.

U can ask dheeraj about the details of the same as to how Ajay Jain has created 16 HUF's as it is not possible other than way suggested by Sanjay above.

Not possible to create 16 HUF's. IT Department is not that dumb.
