Sale of agg. land in f.y 2012-13 which is not the covered the notified area can exempt or taxable under the income tax act?

If the agricultural land is situated under any Municipal limit then against sale of agricultural land you have to buy agricultural land to save Capital Gains and in case it is outside the Municipal area then no capital gains
