c form is issued by the one who purchase goods from outside the state at concessional rates...
and it is issued to the party from whom u r purchashing goods at concessional rates from other state
and it is issued to the party from whom u r purchashing goods at concessional rates from other state

it is issued by the buyer to seller when buyer buy goods agst C form . mostly @ 2% agst C form will purchases.
