we are merchant exporter , can we claim gst refund on freight charges of clearing agent

Yes refund can be claimed.

In respect of export under letter of undertaking refund on input tax can be claimed.

sir as our gst refund officer rejected and i have to submit circular or any under section statement to justify it so please guide
